Collection rule is not invoking declare expressions

Declare expressions do not fire when configured as "When applied by a Rule Collection".

Steps to Reproduce
- Configure a declare expression using the following setting: "When applied by a Rule Collection".
- Invoke the declare expression via a collection rule.
- Observe the declare expression not firing.
Root Cause
The root cause of this problem is a defect in Pegasystems’ code/rules.
Resolution
This issue is resolved by installing HFix-20346 or upgrading to Pega 7.1.7.
