One rule overrides another if it has the same visible key as the other, but belongs to a RuleSet and version that appears, on a user's RuleSet list, higher than the RuleSet and Version of the other. The two rules with the same name, Applies To class, and other key parts are known as siblings. One sibling in every set is highest (in the context of your RuleSet list) and so overrides the others.
The system constructs each user's RuleSet list during log-in from several sources, so different users have different RuleSet lists. As a result, it is possible that:

This report covers only rules you can access. For rules that contain two key parts (an Applies To class and a name), you can search all rules in the PegaRULES database for override conditions using the Related Rules toolbar button ().
