Optionally, you can associate an effective date with a RuleSet version. This value does not affect normal processing; the rules in the RuleSet version are available to both before and after that date.
However, RuleSet versions with an effective date allow historical processing or "as-was" processing, based on the rules in force before a cutoff date.
Don't confuse historical processing with time-qualified rules, which cause a rule to be active, overriding other rules, only during a specific time interval. Historical processing applies to an entire RuleSet version, not a single rule.
