A skill rule is an instance of the Rule-Admin-Skill rule type. A skill rule gives a name and a range of proficiency value for a specific skill. These skills can be associated with users (in the Operator ID instance) and can be the basis of routing decisions.

For example, for French language ability, you can define levels from 0 for none, through a moderate reading ability, to reading plus some writing ability, to conversational fluency (say, level 9). If a work item requires users who can read or speak French, then your PRPC application can routes assignments for this work item only to those who have those skills at the appropriate level.

In standard routing activities, some skills can be marked as required, others as desired. Routing algorithms never direct an assignment to the worklist of a person who lacks the required skills.

Work managers, as well as developers, have the privilege needed to update the skill ratings in Operator ID data instances. The standard privilege named Data-Admin-Operator-ID.UpdateSkills conveys this capability.
