You can create an attachment category to control the actions that users can take on attachments in a case.
Tip: Use the settings of a case type instead of the Create form to create an attachment category, because this approach sets default values for you.

In the header of Designer Studio, click + Create > Process > Attachment Category.
On the Create form, enter values in the fields to define the context of the attachment category.
Options include:
Label — Describes the purpose of the attachment category.
Apply to — Applies a scope to the attachment category, by associating the attachment category with a class and its inherited classes.
The class controls which rules the attachment category can use. It also controls which rules can reference the attachment category.
Add to ruleset — Identifies the name and unlocked version of a ruleset that stores the attachment category.
Identifier — Creates a unique identifier for the attachment category.
You can keep the default value or click Edit to manually define an identifier.
Click Create and open to open the Attachment Category form.
On the Availability tab, select at least one check box next to an attachment type so that you can reference your attachment category from a case type.
Click Save.
You can make your attachment category functional by defining the conditions that restrict access to case attachments.
