Starts low power level state monitoring. Initiates delivery of onLevelLow and
onLevelOkay observable events.
This method returns a promise object that can be in one of the following states:
Resolve - confirms that monitoring has started successfully.
Reject - returns the InternalError error described in the
Constants section of the Battery article.
