Accessibility: Cannot select year before 2005 in date control

Summary
When date field asks for date of birth, user is not able to choose an year before 2005 for this field.
Error Messages
Not Applicable.
Steps to Reproduce
In Accessibility mode, place date control on the screen.
Root Cause
Numbers of years on the presentation tab on the Date Time control was set to 15 years.
Resolution
Perform the following local-change:
Increase the number of years to the desired number required.
