Summary
Navigation menus are reading both label text and URL with JAWS (Job Access With Speech). This should only be reading the content or text not hyperlinks locations.

The root cause of this problem is a defect in Pegasystems’ code or rules.
Resolution
This issue is resolved in Pega 7.1.8.
