Accessibility:New window alert not thrown when opening a harness

Summary
User opens a harness in a "pop-up" in an "Accessibility" enabled application. Typically when a new window is opened an alert to that effect is thrown when in "Accessible" mode.
While this works for regular use cases, the alert is not thrown when opening a harness.
Error Messages
Not Applicable.
Steps to Reproduce
1. Configure a button to open a harness in a "pop-up".
2. Click on the button in an accessible application.
Root Cause
A defect in Pegasystems’ code or rules.
Resolution
Apply HFix-28547.
