Actors enumerated in application unavailable in specifications

Actors enumerated in application are not available in apecifications via autocomplete control. Actors associated with each specification cannot be chosen.

Error Messages

Not Applicable.

Steps to Reproduce

1. Open or create a specification.
2. Try to choose actors.
3. None appears, but there are many in the application.

Root Cause

This is an expected out of the box design behavior. The actors were created in framework layer and the specification was created in implementation layer. Actors are expected to get populated from the specific application layer.

Actors will be populated only if the specifications are created in the same application layer  where actors are created. It does  not work if the Actors are in Framework Layer and the Specification is in the implementation layer.

We have created FDBK-10638 to check if it is possible to re-use actors in different application layers while creating specifications.
