Add legacy CSS for applications should be disabled by default



Many CSS files get included when the “Add legacy CSS for applications built prior to Pega 7 (Includes IE5-IE8 support and old components)” checkbox is enabled in the application skin rule. This causes performance problems as there are a significant number of CSS files that must be loaded. This option should be disabled by default, instead of enabled, as it currently is.

Steps to Reproduce

1. Open out-of-the-box (OOTB) CPM portal skin rule.
2. Navigate to the “Included styles” tab. Notice the Checkbox is enabled
3. Open the developer toolbar and notice the number of CSS and JS files.

Root Cause

This is an enhancement to Pega.
