AES 7.1Cache Summary Error

Summary
When trying to view the cache summary under Health > System Info> Cache Summary, an error is logged and the cache summary does not populate.

Steps to Reproduce
View the cache summary under Health > System Info> Cache Summary.
Root Cause
It is a PegaSystems Bug: Content page is not getting created.
Resolution
HFix-21615 resolves the reported issue.
