Summary
On the Internet Explorer (Version: 11.540.15063.0) browser in touch screen devices, misalignments and overlapping occurs in various tabs for the Tabbed group layout in the Confirm harness.

Steps to Reproduce
- Configure a tabbed group layout.
- Open the section in the Confirm Harness. Misalignment occurs in touch screen systems.
Root Cause
The _isTouchDevice function does not include the code to handle Touch and Click devices.
Resolution
Apply HFix-38070.
