Summary
Customer Service for Healthcare Provider Services (CSHC ) 7.1.4 is installed on Pega 7.1.8.
New application creation fails for 'framework and implementation layer' option. The wizard is successful using 'framework only' and 'implementation only' options.

Root Cause
A defect in Pegasystems’ code or rules.
The wizard is applying Ruleset Validation and is thus checking for ruleset prerequisites instead of application validation.
Resolution
Import and install the hotfixes in the mentioned order:
- HFix-24527
- HFix-27141
- HFix-27180
