Application opening with document mode as 'Quirks' in IE9

Summary
Application opening with document mode as 'Quirks' in IE9. The application is on PRPC 6.3 SP1 and is supposed to open in standard mode, but it is opening in Quirks mode. Due to this we are not able to run the security vulnerability scans on the application. Please resolve.
Error Messages
Portal is supposed to open in standard mode, but it is opening in Quirks mode.
Steps to Reproduce
Login to the application and click F12 once the portal is loaded.
Resolution
Prior to PRPC version 7 Pega does not support Standard mode. This is an expected behavior. If you manually change to support many of the functionalities will not work and is not supported by Pega
