Area control does not work on inputting Vietnamese characters

Summary
When pasting or typing Vietnamese characters to the textarea control, the area control does not work. This occurs in Internet Explorer 9 browser.
For example, type ÕÁỆỄỌẤÒÒẦỢÌỢỚỄẢỔÓẬĨỜÒẬ in the textarea control.

Steps to Reproduce
- Create a section.
- Add a textarea control.
- Type the text ÕÁỆỄỌẤÒÒẦỢÌỢỚỄẢỔÓẬĨỜÒẬ.
Root Cause
A third-party product issue. The issue occurred because Internet Explorer 9 browser's Accessibility configuration.
Resolution
Perform the following local-change:
- Navigate to Internet Options > General tab.
- Click Accessibility.
- Select 'Ignore font styles specified on webpages'.
