Attachments appear twice on withdrawing a case

Summary
After adding an attachment in the Attachments section and withdrawing a case, the attachments appear twice and an error occurs when opening them. However, on performing a refresh, the extra attachments are deleted.

Steps to Reproduce
- Create a Case Type rule.
- Configure pyWithDrawFromNav flow action as a case level local action.
- Run the case and add the attachments.
- Withdraw the case using pyWithDrawFromNav local action.
Root Cause
In the Work- pzUpdateAndDeleteAssignments activity, the Java step included a code to copy a page using the 'putall(..)'. For a pagelist, the 'putall' appended to the target page instead of replacing it. This caused duplicates to appear. The Java step was replaced with page-copy.
Resolution
Apply HFix-40044.
