Auto attach functionality does not work with Email Listeners

Summary
After updating to Pega 7.4, email listener does not work. Email listener attachments attempt to store to an external repository which is not configured.

Steps to Reproduce
- Configure Email listener
- Update Pega 7.3.1 to Pega 7.4.
Root Cause
The pySaveContent triggered the pzExternalStorageEnabled When rule which returns true. pzExternalStorageEnabled uses one of the Rule Utility Functions (RUF) which uses the application page that is populated with sample values.
Resolution
- Apply HFix-48802.
- Restart the server.
- Compile and generate pxAttachmentUtilities.pxGetContentStorage (ClipboardPage, PublicAPI) function.
