BIX 2.3.1/6.2sp1 has no entry to manifest if nothing extracted

SA-2441

Summary

BIX 2.3.1 on PRPC 6.2sp1 with manifest and unique filename features installed

If there is no data for a certain source then the manifest file does not include that output data group to show that it has zero records.

For example.

BIX
 process produces output for
3 tables. The BIX job runs but there is only data for 2 of the 3 tables. The current manifest only shows the records counts for the 2 tables that have data but shows nothing for the 3rd table that has no data.

Steps to Reproduce

Run a bix extraction where there is no data found to extract and look at manifest file.
