BIX Count mismatch between Manifest and extract

Summary
When performing BIX extracts from command line, the returned Manifest file does not match with the summary from the Extract. The pxTotalInstanceCount does not match the extracted output for PageList properties that contain a Page property.

- Crosscheck Manifest against Extract.
