BuildAList cannot be made readonly

Summary
User has reported that when they are using a build a list control, they are facing the below issue:
Even when the build a list control is made readonly, the actions are clickable that is, UI not rendered in readonly mode.
Error Messages
Not Applicable.
Steps to Reproduce
1. Configure grid with edit options.
2. Include the grid section in another section as readonly.
Root Cause
A software use or operation error :At runtime, grid editable option will override the section readonly configuration hence it is rendering as editable grid.
Resolution
Perform the following local-change:
- Configure two grids, that is, one for read-only, another for editable.
- Use pxIsEditable when rule for grid visibility condition as below:
