Bulk Action withdraw ignored

The Bulk Process local action OOTB pyWithdrawFromNav (Withdraw Item) does not commit the status change of work object when the "Assigned to Operator" is removed.
But if the filter criteria is kept the same local action commits the changes.

Steps to Reproduce

  1. Log into PegaSample
  2. Create a General task.
  3. In the Case Manager portal, open Bulk Actions.
  4. Remove assigned to filter.

The issue is fixed in Pega 7.2.

For 7.1.9 the following measures needs to be taken :-
  1. Add the pyWithdrawFromNav (Withdraw Item) local action in the assignment shape.
  2. The  filter criteria "Assigned to Operator" needs to be retained on the bulk process screen.
