The bulk transfer screen does not show all available assignments

Summary
When a user starts a bulk transfer of assignments, some available ones are not listed.
Error Messages

Steps to Reproduce
Observe the available assignments in the work basket with the ones listed at the start of the builk transfer operation. A number of ones shown in the work basket are not shown on the bulk transfer screen.
Root Cause
The GETBULKPROCESSCONTENT activity was neglecting to set the pxRefObjectKey property on the assignment page while invoking the checkActionWhens function, which caused improper operation of the loop that gathers the list of assignments.
Resolution
This is resolved in HFix-28591.
