Calculation Builder opens when Filter is selected in Report

Summary
When running Report Definitions, if user clicks on a field seen in "Filter by:" area and the Edit Filter section is shown with the option to open the Calculation Builder.
The Calculation Builder being available to business users causes confusion.

Steps to Reproduce
- Run a Report Definition.
- Click a field in the "Filtered by:" area.
- Click the fx button and a Calculation Builder modal appears.
Root Cause
This behavior is as per design.
The corresponding section rule pzEditSingleFilter is a ‘Final’ rule and contains the pzOpenSQLExpressionBuilder control for the calculation builder.
Resolution
The calculation builder may appear as complicated to business users.
An enhancement request, FDBK-18052, has been created for consideration by Pega Product Management.
