Cannot create connectors on Strategy rules with IE8

SA-4195

Summary

NBAM 7.11

Need for reopen:
Under SR-112698, we accepted that we would wait for 7.1.6 upgrade in lieu of a hotfix.
However, a continued failure to upgrade the NBAM environment means we can no longer afford to wait for this.
We are fast approaching a go-live date and without this functionality the project may not be able to launch.
==========================

When creating/maintaining Strategy rules using IE8, we cannot create connectors between shapes in the normal way (by dragging a line from the source shape to the target shape). Instead the shape is moved.

This functions correctly under IE11. It also works for Flows under IE8, just not for Strategies.
