Cannot create pyReportingSkin

Summary
After upgrading to Pega 7.1.9, developers are no longer able to start the name of the property with 'py' and are unable to create a skin rule pyReportingSkin to style the Report Editor and Report Viewer.

Steps to Reproduce
Attempt to save-as pyEndUser71 as pyReportingSkin.
Root Cause

Resolution
In Pega 7.1.9, the Report Viewer takes its styling from the application skin, while the Report Editor should be customized by adding CSS code to the workform_pyreportingskin CSS rule.
