Center panel begins to roll upwards on load of portal

Summary
When a user logins into his portal, the center panel loads the UI elements but immediately begins to roll upwards and finally appears collapsed.

Steps to Reproduce
1. Log into the end user portal. Notice the roll-up behavior of the main panel.
Root Cause
The root cause of this problem is a defect in customer application code/rules. The issue seemed to be caused by the use of panel sets in the portal.
Resolution
This issue is resolved through the following local change: Replace panel sets with the Pega 7 screen layouts.
