CFF 7.17 refers to non-existent version of UI-Toolkit-7 [7.1.8]

Summary
Unable to build an application on top of Communications Foundation Framework (CFF) application.
Error Messages
**Application name** in your application stack fails validation on save. Please fix the validation errors.
Steps to Reproduce
1. Open New Application Wizard.
2. Choose Communications Foundation Framework in the Built on application section.
Root Cause
A defect in Pegasystems’ code or rules.
The application contains incorrect reference to UI-Toolkit-7.
Resolution
Apply HFix-26040. It is an application hotfix, and not a Pega hotfix.
