Changing Flow Action in Dropdown scrolls to top

User reported that soon after upgrading application from Pega 6.3SP1 to Pega 7.1.9, they started facing an issue with pzActionDropdown control. After choosing another action in dropdwon, the browser scrolls to top.

Normally (like on the previous version) it should only refresh the pyActionArea-Section without scrolling on top of the screen.
