Check box without caption does not highlight on select

Summary
If there is checkbox without caption, it doesn't get highlighted as per UI Kit-8 standard, user can see the older implementation.
User is looking for a blue box on hover on the checkbox when there is no caption. (Check 'Add Business entity' usecase). The checkbox is visible for checkboxes with caption.

Steps to Reproduce
1. Configure a checkbox without a caption
2. Hover over the checkbox.
Root Cause
A defect in Pegasystems’ code or rules
Resolution
Add following code:
