Checkboxes do not display without Caption

Summary
Custom styling for checkboxes does not display when the checkbox Caption is empty.

Steps to Reproduce
- Create a layout in a section.
- Configure three checkboxes in the UI:
a. With a Caption and a Label value.
b. Only with a Caption value.
c. Without a Label and Caption values.
Root Cause
The <label> element is not added when the the Caption for the checkbox is empty.
Resolution
Apply HFix-35878.
Or
Upgrade to Pega 7.3.
