Rule already exists
Steps to Reproduce
Check-Out any Rule -> make any change -> Save -> Check-In. It says that rule already exists.
The root cause of this problem is misconfiguration in the PRPC operating environment.
Rule going to CheckInCandidates workbasket were part of PRPC Check-in Approval process. If user do not want to use this feature, then user has been advised to uncheck the "Approval Required" checkbox on the Ruleset rule form. After doing this; any subsequent Check-In process can be done directly without the interference of CheckInCandidates ruleset.
