Clicking Save or submit button multiple times results in error

Summary
Error occurs, when user clicks save button with on click refresh event more than once.
Error Messages
This action is not allowed as it is outside the current transaction.
Steps to Reproduce
1. Open a use case.
2. Click on Submit or Save multiple times.
Root Cause
Currently there is no logic to handle duplicate submits. One must avoid it using the some local-change.
Resolution
Perform the following local-change:
a) To show busy indicator on the button after first refresh.
or
b) To avoid submit when a submit is already in progress through JS.
