Closed calendar days considered with 'Europe/Minsk' time zone

Summary
On configuring DATA-ADMIN-CALENDAR with 'Europe/Minsk' time zone, the specified Closed days are considered during calculation. The same works fine with other time zones like 'Africa/Nairobi'.

Steps to Reproduce
- Use function Lib(Pega-RULES:BusinessCalendar).addTime with parameters useBusinessCalendar=true, and an existing calendar name
- On the calendar instance, set the Standard Time zone as 'Europe/Minsk'
- Set the closed day to one of the business days of the week
- Call the addTime function within the period to cover the closed day
- Run the flow
Root Cause
On analysis of the logs using the CalendarUtility Logger, it was found that the closed days were not mapped correctly.
Resolution
Perform the following local-change:Change the start date of the calendar to 2018 01 01.
