Column header is not aligned with the column data with Pega 7.2.2.

Steps to Reproduce
When a repeat grid with progressive pagination contains one or two rows, the column alignment of records becomes progressively more disaligned from the column headers.
If the actual number of rows is equal to the page size, the issue is not seen.
Root Cause
The scrollhead is generated even when there is no scrollbar for a fixed header grid.
Resolution
Apply HFix-34755.
