Connect-REST endpoint URL changes

Summary
User has a Connect-REST rule.
The end point url contains = at the end, that is, a blank query parameter.
In Pega 7.1.7, the URL is working fine.
After user performs upgrade to Pega 7.2, the equals at the end is getting removed and hence the URL gets changed.
Due to this, the service is not responding.
Error Messages
The service returns error saying query parameter is not passed.
Steps to Reproduce
1. Invoke a Connect-REST service with blank query parameter.
2. Click on Test Connectivity and notice the Service_URL_Tested getting changed.
3. Test this in Pega 7.1.7 and Pega 7.2.
Root Cause
A defect in Pegasystems’ code or rules.
In the latest code for empty query string '=' not appending.
Resolution
Apply HFix-30351.
