Connect-SOAP performance issue when using Performance profiler

When running performance profiler tool in Pega 7.1.8, during Connect-SOAP run, there is high CPU (in seconds) registered for InvokeAxis2 > step 5.
There is no error message in the logs, but InvokeAxis2 step 5 takes more than 0.35 seconds when running performance profiler tool.

Error Messages

Not Applicable

Steps to Reproduce

1. Create Connect-SOAP with NTLM authentication.
2. Run performance profiler tool.
3. Run the Connect-SOAP rule.

Root Cause

A defect in Pegasystems’ code or rules. It was observed that Axis2 ServiceClient constructor was taking a long time to initialize and the Axis2-Default.xml file which is the configuration file, is not cached and it is built and parsed each time, adding to the overhead.

Apply HFix-24478.
