Control goes to top of the screen when flow action is changed

Summary
When selecting options from the "Other Actions" menu, each time users click, focus jumps back to the top of the screen.
User then has to scroll back down to continue selecting what it is been performed.
If user scrolls down to get to the options, and click on 'other actions'. They are jumped up to the top of the page, so then they have to scroll down again to complete.
User has upgraded from PRPC 5.4 SP2 to Pega 7.1.9.

Steps to Reproduce
Select an action from Other Actions Menu.
Root Cause
A defect in Pegasystems’ code or rules.
If pyActionArea section is dropped inside a harness with drop-down mode, on change of drop-down to switch among local actions, the focus is going to the first focusable element in the harness.
Resolution
Apply HFix-28799.
