With CPM 7.1.3 coaching tip does not work in IE 11 and Chrome

Summary
When trying to modify the Coaching Tip for an existing ruleset, to a different value it does not work properly. The issue occurs with IE 11 and Chrome browsers.
Root Cause
Coaching Tip cannot be saved to a different version of existing rule set. Changes are made to the CPMCOACHINGTIPSSAVEWRAPPER activity to fix the issue.
Resolution
This issue is reolved by Hfix-21026.
