"Create Properties" landing page doesn't work

Summary
Users are using the Create Properties landing page and are unable to assign the desired context when creating new rules.
Error Messages
ruleset is locked.
Steps to Reproduce
- Right click on properties for a data class and select "Create Properties"
- Try to create new properties.
- Notice that it does not use the "New Rule Context" from the advanced tab.
Root Cause
The root cause of this problem is a defect in Pegasystems’ code/rules.
Resolution
The root cause of this problem is a defect in Pegasystems’ code/rules.
This issue is resolved through the following local change: to toggle ruleset dropdown in the Advanced tab.
The fix will be in Pega 7.1.9.
