CS Framework install fails unique constraint error

Summary
The CS jar import failing in user's QA environment. It was successful in lower environment.
Error Messages
Upon import following entries are observed in the logs and as well on the UI:

com.pega.pegarules.pub.database.DuplicateKeyException: ORA-00001: unique constraint (SSWMSR01.PR4_FIELDVALUE_PK) violated
DatabaseException caused by prior exception: java.sql.BatchUpdateException: ORA-00001: unique constraint (SSWMSR01.PR4_FIELDVALUE_PK) violated
Steps to Reproduce
- Launch the import wizard
- Import the CS jar file.
Root Cause
A defect or configuration issue in the operating environment:
Primary key with the similar value already exists in the pr4_fieldvalue table.
Resolution
Perform the following local-change:
Delete the rows which has matching keys from pr4_fieldvalue table and rerun the import wizard.
