Dashboard size is reduced after a workobject is submitted

Summary
Dashboard size reduces significantly once a Work Object is Submitted. This occurs after upgrading to Pega 7.1.7.

Steps to Reproduce
1. Launch a Portal.
2. Open a WorkItem, change something and Submit it.
3. Check the Harness. Only the upper half is visible.
Root Cause
The issue was due to harness included in the Tab Group. When we upgrade an application from lower version of Pega 7.1.7, the application will continue to render in Quirk mode.
If we enable the below in our Application, we are forcing the upgraded application to run in Standard mode.
Resolution
Include a section in the Tab Group instead of a harness.
