Summary
User upgraded to 7.1.8 from 7.1.6. After upgarding they were not able to perform bulk actions on delegated rules for the user. But bulk actions on delegated rules in designer studio is working fine.

Steps to Reproduce
1. Delegate a rule
2. Login as manager
3. Open the delegated rule
Note: Bulk actions are missing
Root Cause
The feature 'Bulk Action' (Import and Export) were missing for the delegated rules to the user.
Resolution
HFix-23911 addressed this issue. In the HFix, the pzManageRecords section has been updated by adding two links Export and Import with a visibility condition that these links need to show only for Work portal and necessary actions upon click event.
