Database Template removed after discarding Checkout

Summary
When a database Template rule is checked out and discarded, the rule is deleted.

Steps to Reproduce
- Log in to Pega Marketing.
- Navigate to Content > Treatments > Database.
- Open a Template list.
- Check out or Private Edit the template.
- Discard the Check out.
- Return to the Database Treatments screen.
- Refresh the list. The Template is removed

A defect in Pegasystems’ code or rules: RULE-OBJ-ACTIVITY RULE-OBJ-TEMPLATE CLEANUP
