DataFlow error while executing BIX extract from Command Line

Summary
While executing the Business Intelligence Exchange (BIX) Extracts from the Commad Line, errors related to the Data flow are generated in the log files.

Steps to Reproduce
Execute the BIX Extracts from the Command Line.
Root Cause
When the extracts are executed from the Command Line, the engine attempted to start the data flow services. Hence, errors are generated in the logs.
Resolution
Perform the following local-change:
Add the below setting in prconfig.xml of BIX.
<env name="asyncExecutor/enable" value="false" />
