Date format is incorrect in the report definition after upgrade to Pega Platform 8.3.1.
Expected format: 01/01/19 7:00 PM
Date format which displays: 01/01/19 19:00

Steps to Reproduce
Include a DateTime column in the report definition and set the format as AM or PM.
Root Cause
An issue in the custom application code or rules.
Due to the Operator locale, the DateTime value format automatically changed to 24 hours instead of 12 hours.
Resolution
As a local-change, modify the Operator locale as required.
