Dates in filter option are displayed one day less for SGT

Date property in a repeating grid is displayed using a report definition.
When using the filter, the previous date displays as options in the filter. This occurs despite the server, database, user, requestor, and system all following the same time zone.
For example,
The values on the screen are 20th Feb 2018, 25th Feb 2018.
However, in the filter option it is displayed as as 19th Feb 2018 and 24th Feb 2018.

Steps to Reproduce

Configure the server and the Pega application to work in Singapore time zone.
  1. Add a repeat grid or report defintion with a Date type property column.
  2. Perform a filter action. At runtime, in the filter results the date is displayed one day less than the actual date.

Root Cause

If the property type is Date, the time zone is considered while retrieveing the date value. Hence, the incorrect date displays.

Apply HFix-42718.

Alternatively, set the time zone to GMT if the property type is not DateTime.
