Declare Trigger executes twice



After copying a trigger rule to the superclass and withdrawing the original, the new one launches twice.

Steps to Reproduce

1. Have a trigger rule that applies to a subclass.
2. Copy it to its superclass. Mark the original as withdrawn.
3. Observe that the new one launches twice.

Root Cause

The logic for handling duplicate triggers is incorrect.  


This is resolved by HFix-21920.
