Default value of "Maximum number of rows to retrieve" for RD run

General Data Access Settings under Data Access of report definition has the description given below for Maximum number of rows to retrieve field.

Optional. Enter a maximum number of rows of results to retrieve for the report. As a best practice during testing, accept the default value 500. If you leave this blank, the system enforces a limit of 10,000.

However, on leaving the field blank and running the report definition retrieves only 500 rows.
