Delegate Rules for CPMInteractionPortal,CPMAccountManager_Portal

Summary
Users notice that for the portal CPMInteractionPortal,CPMAccountManager_Portal the Delegation feature is not available.

Steps to Reproduce
- Delegate a rule.
- Open a CPM Portal, that is, CPMInteractionPortal.
- Click on User Profile in top left corner.
- Launch ‘My Delegated Rules’.
- Open a Delegated data type rule.
- Go to to the Record tab, observe that records are not loaded.
Root Cause
This issue was determined to be a product enhancement request.
Resolution
Perform the following local-change steps:
- Apply HFix-34260, this is for enabling import or export option for those delegated rules, it is a prerequisite.
- Apply HFix-33858 for Delegation of Data type rule.
